## When

The week starts, or the team asks what to bid on this week. You are running a whole job, not answering one question: it ends with a document the bid manager puts in front of the team on Monday morning. Each stage delivers something on its own, so if the conversation is cut short the user keeps what the finished stages produced.

For every tender that came out Bid or Conditional, read `research_guide`'s `eligibility_reach` first: when the notice holds no selection criteria, this stage produces the questions to check on the buyer's portal, not a pass or fail table. Say which mode you were in.

## Checkpoints

- After the scan: show the top five to eight with one line each (title, buyer, deadline, why it matched) and ask which ones to qualify. If the user already said how many to take forward, or to go ahead, take the top five and say that you did.

## Quality

- Every id, buyer, date and count in the sheet comes from a tool result in this conversation; a missing field reads "not stated in the notice".
- Working days, not calendar days, counted from a stated date; the clarification deadline named when the notice has it.
- Each verdict says whether it rests on the notice alone or on the specification.
- `data_as_of` stated; on the free tier, the 24-hour delay stated.

## Will not

- Decide for the team. Verdicts are recommendations with the working shown.
- Read the buyer's portal. Where the requirements live there, it says so and lists what to check.
- Invent a reference, a turnover figure or a certificate the company has.
