Terms of service

Effective 2026-09-16.

These terms are the agreement between you and the operator of victano.com, which this document calls "we". Using Victano means accepting them. During the Founding Beta nothing is charged and no contract for paid service exists; when the registered legal entity is published, these terms will name it and we will announce the change at least 30 days before billing can start.

What Victano does

Victano is an MCP server. You connect it to an AI assistant, and that assistant gets tools to search, read and qualify public procurement notices and grant calls, matched against a capability profile for your company.

We aggregate PUBLIC records published by contracting authorities. We are not a party to any procurement, we do not submit anything on your behalf, and we have no relationship with the buyers whose notices we index.

The Founding Beta

Victano is in Founding Beta. During the beta the service is free, prices are shown so you can see what it will cost, and nothing is charged. Locking founding pricing records your interest at that rate. It does not create a payment obligation and it does not oblige us to supply the service at that price indefinitely. If we begin charging we will tell you before any charge is made, and you will be free to decline.

The beta has published end conditions rather than an open-ended horizon.

What we do not promise about the data

This is the part worth reading twice.

The notices come from public sources that we read on a schedule. Every tool response carries a data_as_of timestamp, and the coverage page at https://victano.com/coverage says when each source last reported. We tell you how fresh the data is so that you can judge it; we do not warrant that it is complete, current, or correctly interpreted.

Deadlines, thresholds and eligibility conditions are reproduced from the source notice and may be wrong there, may be amended after we read them, or may not mean what a summary suggests. Before you rely on any of it for a bid, check the buyer's own notice. We link to it for that reason.

We do not offer a service level agreement, an uptime guarantee, or a guaranteed freshness interval. If we ever offer one it will be a separate published commitment.

Your account

Keep your API key secret. Anything done with it is treated as done by you. Tell us at [email protected] if it is exposed and we will revoke it.

One account is for one organisation. Do not share access outside it.

Acceptable use

The acceptable use policy at https://victano.com/legal/acceptable-use forms part of these terms. In short: use the service as a working tool, not as a way to extract the corpus.

What we may do

We may change, suspend or withdraw features, and we will record material changes on the changelog with dates. We may suspend an account that breaches these terms or that threatens the service for anyone else, and we will say why.

Ending it

You may stop at any time. Deleting your account erases it and everything attached, and that is irreversible. We may close an account with reasonable notice, except where a breach requires acting sooner.

Liability

We provide the service with reasonable skill and care. To the extent the law allows, we are not liable for lost profit, lost contracts, lost opportunity, or any loss arising from a bid you did or did not make. Our total liability in any twelve-month period is limited to what you paid us in that period, and during the Founding Beta that is nothing.

Nothing here limits liability that cannot lawfully be limited, including for death or personal injury caused by negligence, or for fraud. If you are a consumer, your statutory rights are unaffected.

Intellectual property

The underlying notices are public records and we claim nothing over them. The service, its interfaces, its workflow prompts and its documentation are ours.

Law and disputes

These terms are governed by the law of Lithuania, and disputes go to the courts of Lithuania. If you are a consumer you may also bring proceedings where you live.

Changes to these terms

We will publish changes with a date on the changelog. If a change materially reduces what you get, we will say so plainly rather than relying on you noticing.
