Horizon Europe calls: qualify a call in one session

A Horizon Europe call can be qualified in one session by asking five questions in a fixed order: does the topic fit, what type of action is it, how many working days remain, what consortium does it need, and what does the topic page add. The call record answers the first three; the last two need the topic page, and an honest qualification says so.

Horizon Europe is the EU’s key funding programme for research and innovation.

On 24 September 2026 the call HORIZON-CL3-2027-02-CS-ECCC-01 was forthcoming, a Research and Innovation Action closing on 15 September 2027, 254 working days away.

The Commission calls Horizon Europe "the EU's key funding programme for research and innovation", and it publishes each call as a topic on the Funding & Tenders Portal. Most of the work of qualifying one is reading in the right order, so that a call that fails the second question does not eat the afternoon the fifth one needs.

What are the five questions, in order?

  1. Does the topic fit? Read the title and the tags, not the programme name.
  2. What type of action is it? A Research and Innovation Action, an Innovation Action and a Coordination and Support Action ask for different work and usually different partners.
  3. How many working days are left? Count from today, and treat a forthcoming call as the one there is time to build a consortium for.
  4. What consortium does it need? The eligible countries and the minimum partners are on the topic page, not in the call record.
  5. What does the topic page add? Budget, expected outcomes, eligibility and the templates.

Stop at the first hard no. A call whose type of action is research you cannot do is not rescued by a good deadline.

One real call to mcp.victano.com on the keyless trial, 2026-09-24. The answer's wording is ours; every field in it is the tool's output.

That covers questions one to three. The record also says, in its next field, that "eligibility, budget and partners live there, not on this row", meaning the topic page. Questions four and five are a read of that page, and a qualification that answers them from the record alone is guessing.

How does it look in a real run?

In the recorded grant match run of 23 September 2026, an illustrative company (Baltijos IT Paslaugos UAB, invented: a 40-person software firm in Vilnius) asked for EU money for an AI threat-detection service. The same Horizon call came back as the one to prepare for: "prepare for this round", because it is a Research and Innovation Action that needs real research beyond the state of the art and, in the run's words, usually a consortium across several countries, "the exact rule is on the topic page". The partners it named were a research organisation strong in machine learning for security and municipal end users in two or more other member states. The open Digital Europe call on SME cybersecurity, closing 14 January 2027, was the one to apply for now.

Questions people ask

Can a company apply to Horizon Europe alone? Some actions allow it; many Research and Innovation Actions expect a consortium. The rule is on each topic page.

Why qualify a forthcoming call a year ahead? Because a consortium takes months to build. A forthcoming call is the one there is still time for.

Where is the budget? On the topic page. The call record Victano holds carries no budget, so it does not state one.
