Comparison
Tender management software vs an MCP inside your AI: the 2026 comparison
Tender management software is a separate application where a bid team tracks opportunities, deadlines and documents. An MCP server puts tender tools inside the assistant the team already uses, so the reading and drafting happen in the same window as the questions. This page compares the two on the jobs a bid team actually runs.
MCP standardizes how to integrate additional context and tools into the ecosystem of AI applications.
On 23 September 2026 a recorded Victano run produced a bid-ready pack for a Vilnius University tender in 1.2 minutes and 9 tool calls. It marked every row that needed the tender documents it could not open.
Most bid teams already have two places they work: the portal where notices appear and the documents where bids get written. Tender management software adds a third, built to hold the pipeline in one place. An MCP connection takes a different route. It gives the assistant the team already uses the tools to search, read and qualify notices, so there is no third place.
What does tender management software do?
It is an application with its own login that keeps the bid pipeline. It holds saved searches and alerts, a list of opportunities with owners and stages, deadline reminders and a document store. It often keeps a library of past answers to reuse too. Its strength is the shared record: who is working on what, and which bids are due this week.
What is an MCP, and what changes?
The Model Context Protocol is the open standard assistants such as Claude and ChatGPT use to call outside tools. In its specification's words, "MCP standardizes how to integrate additional context and tools into the ecosystem of AI applications." The same page requires that hosts obtain the user's consent before any tool runs. Victano is an MCP server. Once connected, the assistant can search tenders across 18 sources and open a notice. It reads what the notice holds, matches it to a company profile and writes the result into the conversation.
What changes
The change is where the reading happens. In a separate application a person opens each notice and does the reading. With an MCP the assistant does the first read and the person reviews its working.
| Job | Tender management software | An MCP inside your assistant (Victano) |
|---|---|---|
| Find notices | saved searches and alerts | search in plain words, any of 18 sources, in the notice's language |
| Decide bid or no-bid | a stage field someone fills in | a verdict with its reasons and a score, recorded with record_decision |
| Deadlines | reminders on dates | working days to the questions and the bid, counted in the answer |
| Clarification questions | written by hand | drafted from what the notice leaves open |
| Compliance matrix | a template to fill | a first matrix from the notice, rows marked where the documents are needed |
| Team pipeline | shared board, owners, stages | per account; a shared board is not what it does |
| Where you work | another login | the assistant window you already have open |
What does a first pass look like inside the assistant?
We recorded the bid-ready pack job on 23 September 2026 for an illustrative company (Baltijos IT Paslaugos UAB, invented: 40 people in Vilnius, ISO 27001). It had decided to bid on Vilnius University's tender to maintain and develop its medical residents administration system.

Closes 23 October 2026, 22 working days away; clarification questions close 13 October at 23:45, 14 working days away. The award is on price or cost only, with no quality criterion shown, so price near the floor.
Nothing fatal found, because the selection criteria were not readable: the tender pack is behind the CVP IS portal. Check first: minimum turnover against about EUR 3 million, reference contracts, named key experts.
The run did not guess the selection criteria. It said the pack was unread, built every section from what the notice holds, and marked each row that needs the documents. That marking is what a reviewer needs from a first pass, and it is the part a tracking application leaves to the person. The whole pack is on the bid-ready pack job page, and the weekly version is the Monday pipeline.
Which should a bid team use?
Both, for different things, if the team is large enough to need a shared board. The software keeps the team's record; the assistant does the reading and the first drafts. A two-person bid desk that already lives in Claude or ChatGPT can often skip the separate application and keep its pipeline in the decisions it records.
Victano costs nothing during the beta; nothing is charged and no paid plan is on sale (pricing). The free tier runs 30 searches a day and 3 profile matches a week on data 24 hours late.

Questions people ask
Does an MCP replace the tender documents? No. It reads what the portal publishes. Where the documents sit behind a portal login, as on CVP IS, the assistant says so and lists what to check in them.
Can the whole team see the same pipeline? Not as a shared board. Decisions are recorded per account, and during the beta an account holds one company profile.
